I'd like to display further info within a response in a survey. I'd like to have the information displayed when hovering over an (i) icon (which would be simple but colourful), rather than when hovering over some text or a discreet ⓘ, in order to make it more visible. Would this be something possible?

Yes, do a tooltip on an html span with the info icon as the content. The easiest, but not the nicest looking, way to do a tooltip is to add a title attribute to the span.
