Need language drop down menu to be the first thing people choose from

Our survey is in 6 languages and when people go to the survey, the language drop down is on the right side followed by the first few questions. How do I get the language drop down to be the first thing they see, select their language and then it leads to the correct questions. There's no way people are going to see the language bar first.  I'm guessing its an edit in the header and then JS in the survey with language settings. The languages are: EN, EN-GB, EN-CA, EN-AU,CA-FR,DE, NL. Below are pictures of the current way it is set up as well as the header and Javascript on the first question. (This survey is fed from another survey which is why there is so much JS. I also can't get the currencies to pull through correctly)
