No surveys listed using bearer token

Hello,

I'm the developer of the qualtRics R package.

I'm currently in the process of re-writing large chunks of the code such that users can use the OAuth bearer tokens to interact with the API.

Unfortunately, I've ran into an unexpected problem. This problem occurs both when I use my own code, as well as the python example code displayed in the qualtrics API documentation.

I've configured authentication with the API properly and can retrieve bearer tokens fine. However, when I try to retrieve a list of surveys using the 'surveys' endpoint, there are no elements in the response. This is puzzling because when I try it using my API token, I see that the result does contain elements.

I should add that I'm not using a 'full account', but that I've been given access to a 'noleadtrial' account for development purposes.
