Dashboard edit, minimal editing abilities.

Qualtrics CX dashboards do not currently allow restricting editing to only creating bucketing filters. Based on the available documentation, editing permissions are typically all-or-nothing: users either have full edit access, which includes editing widgets, filters, and settings, or they have view-only or export access, which prevents any editing. There is no built-in way to allow someone to create bucketing filters while restricting other dashboard edits.
