Exporting options - can they be different for the dashboards vs. the widgets?

So here's my quandary. I have a dashboard that our client uses. And it works fine. I have the response threshold set on it for 3; that way they can filter in the dashboard and drill down to individuals and violate confidentiality.
But, if they can export the dashboard as a CSV they can easily do exactly that with Excel.
So the only option is to not allow them to export into a CSV. The problem with that is that there are widgets that benefit from using CSV as the export format, like response tickers.
So, my question: can you set the export options for the whole dashboard differently than the widgets? Seems like this would be good for security purposes.
