I have a widget that uses a measurement group as a data series. Does this eliminate the possibility of a dashboard viewer from clicking in a widget to create a filter?

Yes, you're correct it eliminates the possibility, for the basic reason that there are multiple fields included. It's same as including x axis and data series in a widget.
Qualtrics cannot identify for which fieldset you want to filter.
