Response count thresholds based on answer

Hello,
Is it possible to create a response count threshold on an answer and response to another question?
We have created a survey where we ask for role type and state. Some of the states have a lower number of certain job types and we don't want their data to display on the dashboard unless they reach a certain threshold.
For example: An employee selects state x and job type a (receptionist) in the survey. In state x we have 4 employees who sit under type a (receptionists) and we only want their data to display if they reach 3 responses, any under this we don't want displayed in the dashboard.
We want their data to display in the overall survey dashboard as we have say 10 type a roles across the country but for that state we only have say 4.
