If there are too few responses from direct reports, we want to combine their scores and comments to protect anonymity. How do we do this?

To protect the anonymity of the direct reports, we use display logic to hide the relationship altogether. This is achieved through Rater Category Display Logic when you edit the subject report -> Report Options. Use the logic to "Hide Direct Reports if Direct Reports has fewer than X responses." In order to include the responses combined with other relationships, I would display the comments using a data source that combines all subject evaluations.
