I would like the participants to fill out all the sections about themselves, but I only want evaluators to fill out one section about the participants. Can we do this in the same survey?

In the 360, this is possible. Below each question there is a drop down to display to everyone, only the self, others, or specific relationships.You can also add branching conditions in the survey flow to display a whole block to just a subset by relationship.
