How to upload participants as subjects in 360 survey type using API?

We are planning to have an opt-in survey before the 360 type survey to gauge the interest of the participants who want to opt-in as subjects.
The opt-in survey has only one question - "Are you interested to take up the 360 type survey"? with options as "Yes" and "No". The type of survey is a general feedback survey.
When these participants select the option "Yes" in the opt-in survey questionnaire, they should be added as subjects in the 360 survey. Currently, the only way to add them as subjects is via a manual upload.
Is there an API or a javascript that can be leveraged to add the participants automatically as subjects through a task?

Hi, thanks for your answer!
I understand that supplemental data can be used to get access to the responses of previous surveys and use as responses in the current survey. I am not that clear on the below questions:

  1. How can we use the previous survey responses to add the respondents as "participants" to the new survey and not import their data responses to the new survey ?

  2. Would the surveys have to be of the same type?
