I cannot find how to transfer employee lifecycle. The previous creator already resigned and I took over. I can transfer other surveys from the Admin to User to Transfer Survey but I cannot find the survey or lifecycle related to the project.

As mentioned here, you can do it via the Projects tab on the Admin page.
