E-Mail rating via Qualtrics?

Dear Qualtrics Community,
I want to have several thousand emails rated on a few repeating questions. The idea is, that raters see the email on the top of a page and then answer the same survey over and over again for each email.
Do you have any idea whether and how one could implement this in Qualtrics?
I checked the import from word/txt, but the problem is that one cannot make questions mandatory. I also can export the emails in any format, so that I can link them to Qualtrics.
I am glad about any ideas you might have.
