I need to send two different projects via one email, because that are one questionnaire in two languages. How can I figure that out?

Have you created 2 surveys for 2 languages? We can also do that by survey translations, as it keeps 2 language surveys in one project only.
Then you can create an email template that will send the survey link depending on the Q_Lang.

If you know the preferred language of the survey taker then you can set that automatically with the Q_Language=[country code]
If not, you can just add the translations to the same project as Chhavi_Ch suggests and they will get the "main language" with the language drop down in the top right corner where they can change the language.
