Merge responses from multiple questions for each respondent

I have a series of six questions and some respondents were asked multiple questions about product exposure. So we have more data points than rows or respondents (we have 600 respondents but 900 responses to these questions). Is there a way to merge all of these into a multiple response set so we don’t lose any of the responses?
