The use case is if I am using an oauth authenticated web service workflow task and I want to be able to automate the rotation of the client id and secret by updating the credentials in the workflow.

Can a Survey Workflow be create/updated using the API?
+34As far as qualtrics API there are no API's existing for workflow creation/updation.
