Would it be possible to extract Topics response level data via API. I need to send it to client system since they are doing their CLF process outside Qualtrics.

I presume by topics you mean textiQ topics.
Unfortunately, you would not be able to pull responses within each topic but you can pull entire responses dataset which will contain the information of topics / sentiments/ polarity etc.
Given that you have made text iQ analysis at survey level.
If you have done it on dashboard you will have to map on survey and manually export.
