I have a web service piping in different questions based on the quota, but right now a dozen people can join at one time and they get the same questions. Can I update the the quota sooner than on submitting or can I set a different variable that has this functionality?

Here you can check the quota meet condition in the survey flow before the respondent submit the data i.e. just before End of survey element in survey flow.
