We plan to use api to generate a distribution for user. Instead of relying on qualtrics to send email to user, we will use our own channel(chatbot) to show the survey link. But we don't want to show the link to user everytime we try to send the survey. We want to use qualtrics's logic to decide whether show it or not. (If user has received the survey max number of times within some time window, don't show it).

Hey ChimeAutobots, just out of curiosity, if you're not going to show the survey link, what would you be emailing them for? A different way to ask would be why would they need an email at all? Thanks!
JeremyK If we decide not to show the survey link, we want send out email. Actually we don't plan to use email as survey. We generate the survey link and present the link to user through a chat interface.
