Why is my download saying responses are partially complete when they are actually 100% complete? this is triggering reminders to people who have fully completed the survey.

My first guess would say that you have a block or something that is not properly placed in the survey flow. This would mean it looks as though it has not been finished. However- you posted this is API. Are you using some sort of integration, or other sort of distribution method?
