I want to apply "Show Bar Labels" to every question in the survey under Reports. Is there a way to do this without individually selecting each question in the survey

Unfortunately that's not currently one of the report settings that can be applied as a default.
You also can't set the default for specific types of visualizations (like, "always show the response count on a breakdown bar legend" or "hide all the table recode values/row numbers" ... some of these have been entered in the Product Idea section and your upvote on them is appreciated! https://community.qualtrics.com/XMcommunity/discussion/comment/35516#Comment_35516 and also https://community.qualtrics.com/XMcommunity/discussion/16204/advanced-personal-default-settings-for-results-and-reports
