Qualtrics Newbie, here. We are a nonprofit org with a very limited number of user licenses. Is it possible for someone who is not a “user” to do anything with the projects/surveys we create? For example, we will have a templated post-class survey that we will need to duplicate dozens of times over a year and send out to class participants. Can someone outside of our licensed users do this (update the template for the class, import data to embed, view/download results)?

No, not really. Those functions require a Qualtrics account.
Without a Qualtrics account, non-users could create/edit survey Word files to import into Qualtrics, prepare Embedded data files, or access Results or Reports that have been set up for public sharing by another user. But a an account is necessary to complete any of those functions in Qualtrics.
