To start, you need to consider the group you are trying to survey, and how you can compile this information into a format that can be upload into Qualtrics (like Excel or a csv file).
Are they a group you already have contact information for? If so, is that information kept in some sort of database or file, or in stored in an unstructured format or in a way in which it can't be easily extracted from the source?
Or, is this a group you have not collected contact information for? In that case, you need to consider how you can engage with them and collect their names, emails, and any background information you want to use in the survey.
