I’m wondering if it’s possible to configure a survey question that allows respondents to choose between responding via a Video Response or via text entry. Currently, I'm only able to select one or the other, but I’d like to offer both options to give respondents more flexibility, especially if they’re short on time.

This can't be all in one queation.
You can ask them which option they prefer in question 1, and then show them the appropriate question using display logic with in-page option selected.

Setting up a question first to ask which they want, is definitely one way.
Another way can be to create 2 surveys and give different links depending on how you are distributing your surveys.
