I am working in the survey tool version that is free on Qualtrics, is it possible to export a .qsr file of the survey without the licensed version?

Are you talking about .QSF export in free account? in support site is says “you can”. please check the option under Survey builder (survey tab) » Tools » Import/Export » Export survey. try it
