We send a survey to Zendesk tickets marked as solved. We want to exclude tickets that have a “non_actionable” tag on them. I have this set up in our conditions but it is still sending to “non_actionable” Are my conditions set up incorrectly?

Try changing the condition to “All of the above”

I would suggest you to try using ‘Doesn’t contains’ instead of ‘Not includes’ in condition.

Also, try with ‘All of the above’.
