Quota functionality is use to track complete respondents only, that why it's only updated once respondent marked as complete. Here you can get publish link.
Go to your Quota Page --> select DropDown of Default Quota Group --> Click Public Quota Dashboard --> "Click here to access Public Quota Dashboard"

I was already monitoring quotas in same dashboard but i don't think quotas are updating in real time.
For example:
I have a Overall quotas which will get update once respondent completes the survey. I also have some gender quotas based on a initial questions. If a respondent answered the gender question but still haven't finished the survey yet, In this case by gender quota is not incrementing.

What is the condition of Gender quota? If condition is like gender=male and finish=1 (complete=1). Then it will be increased after complete. If you remove complete=1. Then it will increase after clicking next button of gender question.Can you please share the quota logic screenshot of gender.?

I am using condition based only on gender question. But it seems like quotas don't update on partial responses. They will only update once survey is complete and data is captured.

Lol, it's weird. You shouls check with Qualtrics support team.
