I can add static reports (widgets) on dashboards?

If you want to include a static widget that won't change based on page filters, you can use 'Widget Filters'. This will ensure that the specific widget remains unaffected by any page filters applied.

I need to add a table with fixed values in a dashboard, 
and then use them to compare values in a widget...

In custom metrics I can only create a single one. 
Is there another way to do it?
