Is there a way to reference completion of a previous survey for branch logic/skipping questions?

If the respondent already completed a baseline survey sent out previously, I want to skip a block. I don't see any option to do this in branch/display/skip logic.

    Create a workflow in the previous survey to add an embedded data in directory post survey completion. Call that embedded data in new survey to check if it's filled or not.
