Issue with Link Expiration on Android Phones vs iPhones

Hi everyone,
I am having a very strange issue with the Link Expiration function for surveys. I am sending out surveys through text using the "personal links", but for some reason the personal links expire earlier on Android phones than scheduled.
For example, if I sent out a survey that expires at 5pm. When the iPhone phone opens the survey at 4:50pm, they are still able to open the survey. But when the Android phone opens the survey at 4:50pm, it says the link has already expired. 
I know they are just opening up a link, so I am confused as to how the operating system is making a difference. Maybe in some way it handles time or time zones? I have tested this on multiple Androids and iPhones, and consistently the Android phones are the ones have this issue. 
Has anyone else had this issue? And would anyone have any suggestions for solutions?
