My survey have a loop and I have a custom "End survey" in the survey flow that will show the summary page before submitting. every time I reach the summary page and tried to go back (hit back button) I always ended at the 2nd to the last selected loop. it works normally if not reach the summary page.
Is this the expected behavior of the loop feature? and is the previous/back button should not be enable if using the loop?

It is recommended to not enable the back button in loop and merge feature.
But if it is working correctly for you until response summary page you can use JS to remove back button from that page.
Hope this helps!
Thanks Deepak , I also sent this to the support team and they also find it weird they are looking to it now.
just updating this post the solution from Qualtrics is to add a blank block before the summary page. so when you hit the back button in the summary page you will fall to the correct last selected loop.
