Hi, DarPsh! If I'm understanding your question correctly, it sounds like you want to be able to save individual matrix statements to a Library and also have the option to build a new matrix question by pulling individually saved statements from a Library. Is that correct?
If so, I don't believe there is a way to store individual statements or add individual statements from a Library -- the Library saves the entire matrix question. This definitely sounds like a useful function, so you might consider submitting it as a product idea!
Alternatively, you could your statements as individual multiple choice questions, with the response options displayed horizontally (like a matrix scale). This wouldn't give you the streamlined matrix format in the end, but would lend the flexibility of selecting individual "statements" from a Library.
