Is it possible to submit multiple times if I send a personal link for a unique user? Also, will I receive any record if the user only browses but does not submit anything? Thanks so much for your help!

If you are distributing your survey through the Qualtrics mailer or Personal Links, then Individual Links will automatically be generated for each participant. These Individual Links can be used only once and then become invalid.
However, if you are using the email distribution method, there are additional options that allow you to change “individual links” to “multiple completes” with the limitation of certain features.
You will have a response in progress in the data & analysis tab if the applicant enters the survey and exited before completing the survey.

Users can only submit once using personal links, which are tied to their email or contact info to prevent duplicates and Qualtrics records partial responses if a respondent starts but doesn't finish the survey and you can view these partial responses in your data & analysis tab, but no data is recorded if a respondent only browses without making any input.
