The survey options will not allow me to enable password protection as part of the survey set up. It says some options are not available for this layout. Any clue to what setting this is tied to?

Yes, when the Survey Options tell you that "some options are not available for this layout" it is because you are trying to use a survey design layout that doesn't support some of the Survey Option functionality.
Go to "Look and Feel" in your Survey Options, and try changing to a different "Layout". (Qualtrics recommends "Simple" because it supports the most functionality). Let me know if this doesn't work.
