I doubt there is a “public option” setting for normal survey distributions.

The issue you're experiencing might be due to the ‘Prevent Ballot Box Stuffing’ option being enabled in your survey settings. This feature places a cookie on the respondent's browser to prevent multiple submissions from the same device. If this option is enabled, respondents will be asked to log in to Qualtrics to verify their identity before they can submit their responses.
To resolve this issue, you can disable the ‘Prevent Ballot Box Stuffing’ option by following below steps:
- Navigate to the Survey tab in your project.
- Click on Survey options.
- Under the Survey Protection section, uncheck the "Prevent Ballot Box Stuffing" option.
- Click Save.
Once you've done this, respondents should be able to submit their responses without being asked to log in, regardless of whether they're accessing the survey via the preview link or the actual distribution link.
Please note that disabling this option means that respondents will be able to submit multiple responses from the same device. If you want to prevent this, you might consider using other methods to ensure unique responses, such as distributing your survey through the Qualtrics mailer or Personal Links, which generate unique survey links for each respondent.

I dont see a Prevent Ballot Box Stuffing option in survey option and survey protection section.

The ‘Prevent Ballot Box Stuffing’ option has been renamed to ‘Prevent Multiple Submissions’ in Qualtrics. You can find this option in the Survey Options under the Security section.
Ok, so the option prevent multiple submission is already off. So, may be some other thing causing the login issue

If you're already disbaled ‘Prevent Multiple Submission’ & survey is set to ‘Open Access’ and respondents are still being asked to log in, I recommend reaching out to Qualtrics Support for further assistance.
