I have a question built in a survey that has 14 choices. Of those 14 choices, I only want the consumer to select the top three that pertain to them.
Is it possible to set the amount you want customers to rate even those the selection is more than that number?

+25You could use the Radio buttons or Text box format and put the Max at 3. Also you could try Matrix type Rank order with the same settings. I don't know if that is exactly what you are looking for, but it's as close as I can think.
In my opinion, it would be easier for the user to select their top three using Multiple Choice - Allow multiple answers and follow it up with a Rank question with Carry forward choices.
+19You can use Pick, Group and Rank question type. You'd have just one Group and have them rank within that group.
