Repeat headers in a matrix question

I have a matrix question in my survey, but the option to repeat headers is disabled. Any thoughts on what might be causing this issue?

    Not all matrix types and formats support repeated headers. If possible, switch to a different type or format.

      Check to make sure the New Survey Taking Experience is toggled OFF. We generally have it on, but someone on my team realized that having it on interferes with matrix options (including greying out the Repeat Headers option).
