When using loop and merge, can you set a quota for a scenario where we have over 200 email messages that are on loop and merge, presenting 10 messages, randomly, one at a time? Basically quota‑balanced assignment to avoid messages closing below 30 ratings.

Yes. You set the embedded data in the survey based on quotas.

Perhaps you can consider setting a question with the 200 choices with Choice Randomization that display 10 random subset with evenly present element enabled.

Add a timing question with auto-advance with a short time interval.

Then, using this ‘200 choice’ question to loop & merge the other related questions.

As for Quotas, you can set it for the choice to be displayed for the count to increment.
