You can change the name of the survey. Settings use IDs to identify them.

I’m not sure if you mean the Survey Project title that appears in the editor window, or the Display Name under Survey Options, but either way I can’t think of any risks to changing them after a survey has launched.

 It would help if I was more specific. 

Yes, it would be in both sections Survey Project Title and Display in the Survey Builder.

I do not see a survey ID when I add a source in Dashboard settings.  Therefore, I was not sure.
