A request about the catogories for TextIQ Actionability: Our Legal department has a concern with the rating of “response needed,” because it implies that we must actively respond to every individual whose text falls into this category.  They would prefer a label such as “review needed” which implies further action but does not imply that we need to contact every respondent.  

You can implement that in survey flow by adding text iq, if on real time response allign to topic you can create flag. Refer below link.
