What is the best practice to re-distribute a survey after an update is made. During testing, I am finding that some users are not seeing changes taking place. I made changes, published the survey and re-sent the link, but the old information is still populated.

This will happen when a respondent has opened their survey link before the update is published; Qualtrics locks in the original version. Only those who haven’t opened their survey link before the update will see the new version.
To resolve this, you need to delete the in progress responses and ask those respondents to start over; they will see the new version of the survey.
If you don’t want your incomplete respondents to lose anything they’ve entered, then you’ll have to close the in-progress responses, create Retake links, and send the Retake links to the respondents.
