Weighing Questions Before Gathering Responses

Is there a way to apply weights to questions?

My colleague and I have built a survey to measure performance as it relates to  certain KPIs for vendors. In our survey, each of the 5 KPIs we are measuring has its own block,  each containing 3-4 questions with multiple choice answers. I understand there is the ability to apply weight after the fact; however, I am looking for a way to apply weights to the questions themselves before responses are gathered. 

For example: the KPI with it’s related questions in block 1 would carry more importance (weight) than the questions in blocks 2-5 or vice-versa. The idea being that we could apply weight to the questions, but also not have answers in one of the other block be skewed in overall survey results.
