Adding partial complete to quota

Hi, I have a few respondents that answered enough of the survey to consider them a complete. For these I closed their survey and are now record as a complete. I expected my quotas to increase but they did not. I went in a edited one respondent and set the "Finished" variable to true, thinking that may trigger the quota to increase but it didn't. Is there a way to get the system to recognize these respondents in the quota? Thanks.
