Advantages / disadvantages to define quotas in quota set up only vs. quota set up + survey flow

Dear Qualtrics community,
We're setting up a complex survey with quotas criteria including redirect links in case of full quotas.
There are two ways to do it - in the quota tool or in the survey flow (or both). I usually work with the survey flow, but due to a complexity of the current survey I'd prefer to define quotas in the quotas tool only.
Do you have any experiences if there are advantages or disadvantages with both procedures? And: Is it "safe" enough / working properly enough to define quotas and quota full conditions only in the quota tool?
