Hi there! This is my first time posting, so if I need to add more information or include screen shares, please let me know. I have three consecutive blocks using loop and merge. Between two of them, the back arrow appears but does not allow the survey to move backwards. It also does not allow me to select the block in the table of contents. I've removed branching and the embedded data is not driving the logic. Is there anything I should be looking for that may be causing a problem?

Without looking at your survey, I bet there is an embedded data section between your blocks. According to the Qualtrics: In some cases, a back button will not show on your page even if you have the setting selected in your Survey Options. This is caused by having elements between blocks in your Survey Flow. Any element (Branch Logic, Embedded Data, Randomizer, Web Service, etc.) will disable the back button on the first page of the block that follows it.
