I've set up a detractor ticket in a survey - when I manually upload responses via Import functionality and if in my data there are respondents who are detractor, will the ticket be generated in Qualtrics for those responses?

unfortunatel no, ticket will be generted when response completes.
@Abdul - Yes, it is possible to create ticket for imported responses.
You can add condition -> Status is Equal to Imported in the actions task.
