Daily survey to a distribution list that will also change daily

Hi. I am trying to set up a survey that will be sent out daily, based on a list of people who may or may not be in the previous day's list. Ie day 2 survey may include 10 contacts that also appeared in day 1, and 10 new contacts. In this scenario I only want to send the survey to the new participants... how would you go about managing this type of distribution? Am I better of keeping this list seperately before adding to the Distribution list?
