Data & Analysis --> Sort not working correctly

In the Data & Analysis tab, when I sort on Last Question, responses come up in a random order. Does anyone know why this is, or how to resolve it?

This is important for me because I only want to send reminders to people who don't make it past a certain point in the survey, so I manually close that do make it past that point.
