Does the table of contents feature always allow earlier blocks to be accessed?

We have a survey where certain pages have no back button (due to branching). Is there a way to avoid this limitation? Specifically, would adding a table of contents allow the blocks before these points to be reached again? I would experiment, but our installation currently lacks the table of contents feature.

Hey @tgrayguy! Check out this page about the Table of Contents element! Individuals will not be able to navigate to a specific question, but they can navigate to the beginning of a specific block.
