Embedding Contact Data Without Personalized Link

I have a situation where we previously conducted a survey with a non-Qualtrics tool. We have imported those results into a contact list successfully. It includes data like e-mail, site location, January answer, February answer, March answer. Some recipients manage multiple sites.
What I would like to accomplish is after asking their site location, to match that up with the relevant contact card and pre-fill their answers from Jan, Feb, and March in a matrix.
I've been able to figure out how to use the embedded data to display the piped strings, but have not been able to find a way to take a site location from a question and use that to pick which contact I want to use to pre-fill the rest of the previous answers.

Any help or direction regarding a better method would be greatly appreciated.
