I'd like to generate participant IDs starting with 101 and then increasing by 1 for each participant. The number will then be used as a unique identifier for future surveys.

Please tell us more about your survey and process. Do you have a contact list to begin with? Is this an anonymous survey with a contact list trigger? Do the ids really have to be numeric and sequential or just unique?
I will have a contact list and from there, we will send participants a series of surveys. I'd like the ID to authenticate the participant. I'd like the ids to be numeric and sequential.

Assign the IDs in the ExternalDataReference field of the contact list. If you are uploading the contact list from a csv it is just another column. If you already have the contact list, you can export it to a csv, add the column, the reimport it to update the contacts.

If you are using an Authenticator in your survey flow, you can authenticate against the ExternalDataReference.
